Job Purpose

The MEICA Estimator is responsible for providing accurate and detailed cost estimates for projects within the UK water industry.

This role involves ensuring scope of work is priced robustly, managing risks, and adhering to governance standards while supporting the delivery of high-quality and cost-effective solutions. The Estimator will play a key role in liaising with internal stakeholders and external supply chain partners to facilitate efficient cost solutions.

Job Responsibilities

  • Develop and deliver comprehensive estimates for projects, ensuring accuracy and alignment with project requirements and client expectations.

  • Identify, assess, and incorporate risks into cost estimates, providing mitigation strategies to manage potential impacts.

  • Create detailed pricing models based on project specifications, scope, and market trends to ensure competitive and realistic project costs.

  • Ensure all estimates comply with company governance standards, policies, and procedures, maintaining transparency and accountability.

  • Generate inquiries and analyze quotes from the external supply chain, ensuring value for money

  • Work closely with project managers, engineers, and other internal teams to gather relevant data and ensure alignment with project objectives.

  • Prepare and issue enquiries to suppliers and subcontractors, ensuring clarity and completeness of requirements.

  • Evaluate supplier and subcontractor quotes to ensure consistency, accuracy, and alignment with project needs.

  • Produce detailed cost reports and present findings to senior management and clients as required.

  • Responsible for prioritising workload to produce results in timely manner to meet internal and client needs.

  • Travel to sites on occasion to clarify scope of work.

  • The estimator will be responsible for preparing accurate estimates and tender bids from customer documentation, specifications, and other related information and standards.

  • The estimator will collate detailed price lists and bills of quantities for each project, including calculating the cost of people, plant, materials, transport, labour, and equipment hire.

  • The estimator will provide progress reports on all bid and tender opportunities.

Technical Specification

Experience Required

  • Proven experience in an estimating role within the UK water industry or a similar infrastructure sector.

  • Understanding of water industry processes, standards, and regulatory requirements.

  • Strong knowledge of water and wastewater treatment processes, technologies, and regulatory requirements.

  • Competency in using estimating software and tools such as CostX, Candy, or similar systems.

  • Highly proficient in MS Packages including excel.

  • Experience with projects involving mechanical and electrical systems, or water treatment facilities.

  • Knowledge of estimating tools and techniques.

  • Ability to present and use planning and visual software applications.

  • Effective negotiating and communication skills.

Essential Qualifications

  • Bachelor’s degree in Engineering, Quantity Surveying, Construction Management or a related field.

  • Experience in the water industry is essential, preferably both clean and wastewater, infra and non-infra environment.

  • Familiarity with risk identification, analysis, and mitigation techniques in project estimation.

  • Demonstrated ability to manage inquiries and analyze quotes from suppliers and subcontractors.

  • Commercial and contractual knowledge and understanding of various forms of NEC Contracts (Options A to E).

Desirable Qualifications

  • Bachelor’s degree in Engineering, Quantity Surveying, Construction Management or a related field.

  • Project management certification (e.g., PMP, PRINCE2).
