Construction Manager

Reports to: Contract Manager

Liaising with:  Client, Designers, PMO, Commercial, Planning, Customer, Buying Dept, Stores, Plant & Transport Departments. Highway Authorities and other 3rd Party Contractors when coordinating works).

Hours of work:  0800-1730 Monday to Friday (one hour lunch break)

Direct reports:  Agent, Supervisors and Supply Chain leads.

Department:  Clean Water Infrastructure (VMR Thames Water Geographic Area)

Location:  Site based working within Geographic Area. Programme managed from Lea Bridge depot Hackney. A level of remote working permitted.

Job Purpose

Owing to the recent contract awards Browne have secured £130m of water mains replacement over the next Asset Management Period 8 (AMP8) which will run until Apil 2030. Water main replacement will be completed on a full District Metered Area (DMA) basis, Browne have been awarded 11 DMAs totaling ~150km. 

This exciting role places the successful candidate leading a proven team (previously award winners of British Construction Industry Awards) in the replacement of key infrastructure in our countries Capital which will continue to operate as a legacy over the next 50-100 years.  The candidate will be responsible for all aspects of the project lifecycle notably preconstruction, construction, and handover whilst maintaining industry leading high standards of Health, Safety and Quality throughout.

Job Responsibilities

  • Completion of preconstruction phase to support and evaluate tender submissions balancing clients’ requirements and budgetary challenges versus external constraints. Support the creation of a build programme in line with internal financial targets.

  • To plan and ensure the achievement of the client Gateway stages to ensure works are mobilised in accordance with the scheduled start on site build programme.

  • Deliver the contract programme, ensuring safe, effective, and right first-time delivery of the specific contract's requirements. Provide weekly reporting of performance Vs monthly delivery targets on installation and abandonment. Identify and backfill shortfalls in delivery to maintain resource utilisation levels.

  • Ability to benchmark performance of teams using dashboard data, incorporate performance plans for teams below target with a view of raising performance.

  • Implement, promote, enforce, and adhere to statutory regulatory and company requirements for managing Health and Safety. Lead team initiatives and completion of monthly inspection targets to reduce the likelihood of incidents occurring.

  • Develop, maintain and support relationships with relevant Highway Authorities alongside our Streetworks team. Provide early engagement to gain “buy in” and provide regular updates on programme progress both in person and via TEAMS. Support opportunities for collaborative working and ensure the need for emergency notices, overruns, defects, and late Registration are minimised by managing delivery team effectively utilising internal dashboard and management information. 

  • Implement all statutory, regulatory and company requirements for environmental and waste management. Support our wider company objectives in respect to climate action targets in respect to biodiversity net gain and carbon reduction. 

  • Manage the delivery team with respect to ordering of plant and materials ahead of requirement to avoid increased charges whilst in parallel managing team to reduce plant in line with requirements. Planning of work and verifying material call offs to minimise wastage and restocking charges.

  • Ensure accurate data capture and liaison with both PMO and Commercial team to substantiate changes in scope, additional scope and/or delays which may require the submission of early warning notices and compensation events.

  • Ensure that completion of works on a street level are ready for handover (currently industry leading at 15 days). Ensuring that the delivery team abandon parent main, tag newly installed assets, instruct survey, and gain both client and London Borough Fire Brigade approval.

  • Encourage and support innovation/value engineering and collaborative working opportunities throughout the works.

Technical Specification

Experience Required

  • A minimum of five years’ experience in a project delivery role within the water industry.

  • Thorough understanding of the installation techniques employed across mains replacement work programmes and ability to highlight no dig opportunities.

  • A detailed understanding of requirements detailed within key documentation pertaining to the role and not limited to Avoiding Danger from Underground Services – HSG 47, The Construction (Design and Management) Regulations 2015, New Roads and Streetworks Act, Specification for the Reinstatement of Openings in Highways (4th Edition), Water UK Standards Board (specifically WIS 4-01-03, 4-32-08).

  • Knowledge in the use of Regulation 31 products & materials (although direct experience not necessary),

  • An understanding of Engineering Principles.

Essential Qualifications

  • Full Driving License

  • NEBOSH or IOSH

  • EUSR National Water Hygiene

  • Proficient in the use of Microsoft Word/Excel, PowerPoint, and Microsoft Project.

Desirable Qualifications

  • PRINCE, APM, Lean or Agile Project Management Techniques

  • First Aid at Work.

  • Appointed Persons for lifting operations.

  • Deep excavation & temporary works knowledge (desirable).

  • NEC/IChemE Burgandy book contract knowledge and experience.

  • Qualification in Engineering allied subject to HND or degree status
